Pegah Parsi joins XL Law as of counsel for privacy, data ethics, and AI governance matters. She has extensive experience navigating complex regulatory frameworks including GDPR, HIPAA, CCPA, EU AI Act, FERPA, and PIPL. Pegah regularly advises on privacy program development, data strategies, and compliance with emerging legal requirements. She has experience implementing comprehensive privacy-by-design approaches and has advised on a variety of regulatory and transactional matters related to data governance and international research collaborations.
Pegah serves as the inaugural Chief Privacy Officer at the University of California, San Diego, where she built a nationally recognized privacy program addressing foundational privacy, data, AI, and governance issues. Prior to that, she worked at Stanford University's Privacy Office, leading GDPR-readiness efforts and developing enterprise-wide privacy initiatives. Her earlier experience includes roles in research administration at Stanford University and the University of Maryland Baltimore, where she drafted and negotiated complex research contracts.
Pegah serves on the San Diego Privacy Advisory Board and is the current chair of the EDUCAUSE Cybersecurity and Privacy Program Advisory Committee. She is a frequent speaker on issues related to privacy and AI governance at various conferences and has authored numerous publications related to these topics. Pegah is a member of the Maryland Bar and holds multiple professional certifications, including CIPP/US/EU, CIPM, and AIGP. She also served in the US Army Reserve and National Guard while attending college and continues to volunteer with veteran organizations.

Pegah received her J.D. from the University of Maryland School of Law, where she served as Articles Editor for the Journal of Health Care Law and Policy, an M.B.A. from the University of Baltimore, and a B.A. in Philosophy and Political Science with a minor in English from Virginia Tech.
