Robert is an experienced healthcare attorney with nearly 30 years of legal experience in academic health care and health law. He served in the University of South Florida Office of General Counsel and the University of Florida Office of General Counsel, advising on a broad range of legal, regulatory, operational, compliance, coding, reimbursement, fraud and abuse, and health care business matters. His work has included counseling academic medical centers, physician practices, clinical departments, and institutional leadership on complex issues affecting health care delivery, education, research, and administration.

 

Robert is Board Certified by The Florida Bar as a Specialist in Health Law. He also holds certifications through the American Academy of Professional Coders as a Certified Professional Coder and Certified Professional Compliance Officer. These credentials reflect his long-standing focus on the intersection of health law, coding, billing, documentation, compliance, and government enforcement.

 

Robert has written numerous articles and is a frequent regional and national speaker on health care fraud and abuse, compliance, medical coding, reimbursement, and related legal issues. He is known for translating complex legal and regulatory concepts into practical guidance for attorneys, coders, compliance professionals, auditors, physicians, administrators, and health care leaders.

 

In 2024, Robert was selected as a Fellow of the American Health Law Association. AHLA Fellows are recognized for exceptional professional acumen and sustained service to the health law community through governance, mentorship, leadership, program planning, speaking, and writing.
